Obtaining: The Blue Riding Nether Ray can be purchased from Grella after reaching exalted reputation with the Sha’tari Skyguard faction for 160 gold.
This reputation grind can be completed in one sitting and will require a few hours. Though story quests and dailies in the area award the reputation towards the faction, by far the largest portion of the reputation comes from mob grinding.
1) Talk to Severin to start a short and linear quest chain that culminates in Adversarial Blood.
After completing the quest chain, you are ready to grind. All mobs killed in Skettis grant reputation to the faction. Make sure to loot everything you kill, because the Arakkoa in this area drop shadow dust and other items you will need.
Turning 6 shadow dust to Severin awards you with an elixir that allows you to see additional enemies in the area for 20 minutes (once the elixir runs out, get a new one).
2) With the new elixir buff, start grinding shadowy mobs.
In turn, they will drop Time-Lost Scrolls.
3) 10 of these can be used to summon one of four creatures. You need to find a purple runic circle with a pile of skulls in the middle (they are scattered all over the zone), click the skulls and select a mini-boss you want to summon. If the skull pile is not present, it means that a player has recently activated it and summoned an elite. Wait a couple of minutes for the rune to “recharge”.
Each elite summoned mob drops its own specific green item: Akkarais Talons, Karrog’s Spine, Gezzarak’s Claws and Vakkiz’s Scale. Obviously, you need all four.
4) Once you have summoned four different elites and looted four different tokens, you can now exchange it for a final item that allows you to summon a boss – Terokk.
Travel back to Sha’tari Skyguard base and talk to a friendly Arakkoa in a cage next to Severin.
Hazzik will have a repeatable quest where you turn in four green tokens in exchange for the Time-Lost Offering, which is used to summon the last elite on the list.
Now you need to find a large green rune with a skull pile in the middle.
There is only one and it is located on a small island in the lake.
Terokk can be summoned every 15 minutes. This is how long it takes for the skull pile to reappear. Interact with skulls once you have the offering and kill the boss (he can also drop a toy).

While it is not necessary to go through this entire complex chain of events to grind the reputation (you can stick to killing arakkoa only), each following step awards more and more reputation and there is no daily or weekly gating. You will be getting all necessary items while killing initial arakkoa anyway, so you might as well start summoning rarer mobs when you can.
It is worth noting that this reputation can and ideally should be done in a group. Additionally, you should be quick while summoning elites, since other players can snipe your kill and leave you with no reward.
Also, all items mentioned in this guide can be bought from the auction house, so if you are missing just one last of something and you don’t want to farm it, maybe check the auction house if you can.
5) Once at last you max out the reputation, find Grella in the Sha’tari Skyguard camp and purchase the mounts.
Extra Tips: Humans receive 10% extra reputation from all sources due to their racial buff. Additionally, countless reputation buffs can be utilized to speed up your reputation gains further, such as the Darkmoon Faire Buff (DMF is around for one week every month), WOW Anniversary buff or other mini-holiday related buffs such as Hollow’s End one.
