The Enchanted Fey Dragon mount is purchased from the Blizzard Shop for real money. Alternatively you can use in-game gold to purchase a WoW Token from the Auction House and using this will provide you with Battle Net Balance which when you have enough can be used to also purchase mounts from the Blizzard Shop.
The Enchanted Fey Dragon will also cycle through three different colours, blue, yellow and red.
