The Explorer’s Stonehide Packbeast mount can be purchased from Provisioner Aristta in Thaldraszus for 20,000 Mysterious Fragments. She is in the Azerothian Archives tower on a floating island near Algeth’ar Academy

Mysterious Fragments are a currency tied to the new Azerothian Archives faction. There are two ways to obtain them– through the Big Dig event and by completing world quests that must first be unlocked.
Big Dig
The main way of obtaining them is through the Big Dig event in Traitor’s Rest, Azure Span. The event is available every hour on the half hour. For example: it would be up at 1:30, 2:30, etc. You can check how long until it’ll be up again by hovering over the horn icon on the minimap. The event lasts for roughly ten minutes. Make sure to pick up the weekly quest The Big Dig: Traitor’s Rest as it rewards 5000 Mysterious Fragments just for completing the event!

The point of the event is to fill the large bar at the top of the screen. Every time it’s filled, you will be given a tome which contains Mysterious Fragments. It can also contain items that can be broken down into Mysterious Fragments such as Book of Horoscopes, quest items you can turn in for Fragments such as Dragonhorn Flute, transmog and even a mount! The quality of tome (green/blue/purple) seems to be random.
To fill the bar, you will be assigned various tasks to do around the area by Eadweard Dalyngrigge, similar to the Community Feast event in Iskaara. Doing them will grant progress and give you a handful of Mysterious Fragments. Tasks can sometimes be bugged. If you feel this has happened to you, fly out of the event area and back in to clear the task and you will eventually get a new one. If you’re on a server or in a group with a lot of people around, you will not get very many tasks. This is to be expected. When you don’t have a task, you should go help dig while waiting. You dig by interacting with the piles shown below. Digging is the other way to gain progress on the bar.

With many people crowded around, the actual dig pile might be hard to see. I would suggest trying to click on the percentage bar to start digging instead as it is often easier to see. Once the 10 minutes of the event are up, the final boss called Doomshadow will spawn in the area. After defeating the boss, you will receive a large amount of Mysterious Fragments. If you’re fast, you can possibly group hop to be able to kill Doomshadow multiple times in one event.
I received roughly 1000-1200 Mysterious Fragments per event so it will definitely take multiple completions to get your Explorer’s Stonehide Packbeast mount.
World Quests
I consider these the secondary way to get Mysterious Fragments as the world quests do not always offer them as a reward.
To unlock World Quests for this faction, you must complete a questline starting with To The Archives! which can be picked up from various banners scattered throughout Valdrakken.

These questlines are essentially tutorials on two basic mechanics, Technoscrying and Excavating, which you will use in the world quests later. Doing the base tutorials will unlock some world quests but I would personally recommend completing all questlines so you can unlock each and every world quest possible. For example, following the Technoscrying: Igira’s Watch questline to the end (The Scale of It All) will then unlock possible world quests at Igira’s Watch in Zaralek Cavern.

Two of these world quests should be up at a time– though I did see 3 in the first week! Make sure to check back roughly every 3 days and 12 hours for new world quests.
