The Plagued Proto Drake used to be awarded for Glory of the Raider, but is now exclusively obtainable through the Black Market Auction House (BMAH).
Because of its rarity and prestige, Plagued Proto-Drake tends to go for anything between one and seven million gold.
1) Black Markets are located in many places in Azeroth, but probably easiest to get to are the ones in Zuldazar/Boralus or Legion Dalaran’s underbelly (Open PvP area, be prepared to get ganked). Rogues can access their own BMAH npc in a class hall in Legion’s Dalaran.
2) The best strategy for winning an auction on the BMAH is waiting until the exact moment the auction turns ‘short’, which means it will end in 30 minutes, and entering the bidding war about 20 minutes after that. Bidding before is pretty much pointless, because you will be outbid and meaningless price inflation is not in your interest.
Each bid extends the remaining time of the auction by a couple minutes, so you would have the time to walk to a mailbox to retrieve the gold if you were outbid and come back.
Extra Tips: Sought after items like this one typically go for significantly less gold on black markets of lower population servers. You might want to consider transferring your character with a guild full of gold to spend on the BMAH or start making gold on a low-pop realm.
Alternatively you can create a class trial character and make someone trade you the gold on a less populated realm to avoid competition. Providers of such services can be found in dedicated communities and they usually take a fee of a few hundred thousand gold. Regardless, even with a fee you might be able to save a sizable amount of gold if you expect a fierce competition of a high-pop realm.
