The Winter Night Dreamsaber has a low chance to drop from Dreamseed Cache in the Emerald Dream. The Dreamseed Cache is tied to the Emerald Bounty event.
How to unlock the Emerald Dream
First, you’ll have to be level 70 and make your way to Valdrakken. Shandris Feathermoon will be in front of the stairs of the Seat of the Aspects on the left side.

She will give you the quest Fire Season which is the beginning of a short questline you must complete before being able to enter the Emerald Dream. The questline ends with Raise The Alarm which should end with you back in Valdrakken. Now, you should get the quest Call of The Dream. This quest will have you travel to the Ancient Bough in the Ohn’ahran Plains which is the entrance to the Emerald Dream. After completing the quest Emerald Welcome, a permanent Emerald Dream portal will now be available in the emerald enclave section of Valdrakken for easier access. This portal unlock is account wide!

What is the Emerald Bounty?
The Emerald Bounty is an event where you plant Dreamseeds at various locations around the Emerald Dream and wait approximately 3 minutes for them to finish growing. While waiting, you can do activities such as chasing away critters and pulling weeds to earn Emerald Dewdrops. Emerald Dewdrops are used to help grow the seed to its full potential and are a necessary contribution to get this mount.
The most lucrative way of earning Dewdrops is by participating in the Superbloom event. It is available every hour on the hour and will be marked by a large horn on your map. The Superbloom takes about 15 minutes to complete and you will gain a large amount of Dewdrops by simply completing the tasks given such as watering flowers and killing attacking mobs.
The final way to earn Dewdrops is by participating in The Emerald Frenzy, which is a recurring timed event that will show up on your map as a bonus objective. You kill mobs and fill up the percentage bar by looting the corpses and will gain a lot of Dewdrops by doing so. You will need to complete chapter 1 of the Emerald Dream campaign to be able to participate in the Emerald Frenzy.

You can have multiple Dreamseeds planted at different locations at the same time and do not need to be nearby for them to grow. Emerald Bounty locations are marked on your map as a small seed icon. Your map will only show the ones closest to you.

How to participate
If you have any kind of Dreamseed, you can plant it to try your luck at this mount! To participate, you either plant your own seed or contribute to one that has been planted by another player. If you find someone else’s seed that is already growing, walk up to it then click on it. You should see the following menu.

Make sure to contribute Emerald Dewdrops for your chance at the Winter Night Dreamsaber! You will not be eligible to loot it if you do not contribute at least 5 Emerald Dewdrops. The Emerald Bloom bag starts at green rarity and will become blue rarity at 50% Dreamseed Nurturing progress. At 100%, it will become purple which is the highest possible rarity. It is speculated that the higher the rarity, the better your chance at receiving the mount.

If there is no plant already growing and the patch of dirt looks like the above one, you can plant your own seed! If it is just dirt and no Emerald Bounty, you won’t be able to plant yet as that location is still on cooldown.
To plant your seed, walk up to the dirt pile and click on any Dreamseed in your inventory. It will begin a short channel and at the end, the seed will be planted. After waiting the three minutes the plant takes to grow, the plant will disappear and a Dreamseed Cache will spawn near the dirt pile. Looting it will give you all the rewards possible from planting.

If you plant your own seed, it may be worth to call it out in your local Emerald Dream channel so other people can come contribute and you can all work together for the best rewards. There are often seed farm groups in the custom section of group finder as well.
